Chief Millner has earned numerous degrees including a Master of Arts (Law Enforcement Administration), Bachelor of Arts (Social Justice), and Associate of Science (Police Administration.) In addition to teaching graduate & undergraduate courses at Aurora University, Chief Millner has authored numerous training manuals and published several articles in professional journals. He has served in numerous leadership positions for many law enforcement and community organizations such as the Illinois Chiefs of Police, Governor's Task Force on Training and Curriculum, Northeast Multi-Regional Training, Illinois State Crime Commission, International Police Association, and the Community Bank of Elmhurst.

Considered one of the top police interrogators in North America, Chief Millner has extensive experience developing and conducting seminars on advanced interviewing and interrogations. As a licensed certified master investigative hypnotist, he has hypnotized over 1,000 people and solved many previously "unsolvable" cases.
